Issue 23: Electric Aggregation

ISSUE 23

On November 7, 2023, the majority of voters in the City of Grandview Heights voted to approve Issue 23, giving the City the authority to explore starting an aggregation program. The vote was just the first step in the process. The City needs to progress through the regulatory process of becoming a certified aggregator with the Public Utilities Commission of Ohio (PUCO) before a program can begin. Here are the milestones the City must complete in this process:

  1. Hold two public hearings on the aggregation Plan of Operations and Governance (see schedule below)
  2. City Council will then consider adoption of the Plan of Operations and Governance - Tentatively Early 2024
  3. File application with PUCO in which PUCO has 30 days to review the application - After Council adopts Plan of Operations and Governance
  4. Energy Alliances will request pricing from suppliers
  5. Energy Alliances will present pricing at which time City Council will consider whether to vote to enter into a contract with the chosen supplier
  6. Opt-Out Materials will be prepared, filed with PUCO (10 day waiting period) and then mailed to eligible accounts for a 21 day opt-out period
  7. The chosen supplier will enroll any account that did not respond to the opt-out materials after the 21 day opt-out period ends
  8. Participants should see the supplier rate on their bill roughly two months after the 21 day opt-out period closes

Electric – 12:00pm & 5:30pm on December 13, 2023 

The process from now until a customer could see the new supplier rate on their bill takes on average 4 to 6 months.
